독일은 난민 위기에 어떻게 대응하고 있는가? 지난 2년간 나는 거의 모든 "더 슈피겔" (독일 신문) 을 읽어왔지만, 요즘처럼 "더 슈피겔"이 재밌었던 적이 없었다. 이걸 봐라. 

1. 시리아 난민 어린이들이 독일사회에 잘 동화하기 위해서는, 한 학급당 시리아 난민 어린이의 숫자가 둘을 넘어서는 안된다고 독일은 계산했다. 

2. 난민들이 독일에 도착한지 1년 안에 12%의 난민들이 노동시장에 편입할 것이라고 계산했다. 평균적으로는 5-7년 안에 노동시장에 편입할 것이다. 노동시장에 시리아 난민들을 편입하기 위해서는 공공기금이 얼마나 들 것인가도 독일은 계산했다. 

3. 독일의 건축안전기준은 지독히 높다. 저소득층 주거지 (각주: 난민들이 급히 들어와 살 수 있는 곳)을 만들기 위해서 이 안전기준을 완화하기 위해 법을 바꾸고 있다. 저소득층 주거지가 얼마나 필요한지도 독일은 계산했다.

4. 독일의 아름다운 국방장관 (Ursular von der Leyen)은 이민자들이 비숙련 노동시장에 대거 유입되기 때문에, 독일 청년들을 군대로 새로 편입시키기 위해서 지불하는 월급을 올려주지 않아도 될 거라고 계산했다. (독일군인들의 월급상승 압박은 독일 국방장관에게는 골칫거리였다)

5. 독일은 이민국 직원을 3천명 더 뽑아야 한다고 계산했으며, 시리아 어린이들이 입은 트라우마를 덜어주기 위해 3천명의 소셜 워커들도 필요할 것이라고 계산했다.

한 국가가 역사에 남을 도전을 받았을 때, 학위를 소지하고 있는 교육받은 사람들로 구성된 내각을 가지고 국가를 꾸려가는 방식은 바로 이런 것이다.

How is Germany dealing with the refugee crisis? I have been reading literally every issue of Der Spiegel over the last two years and it has never been as interesting as it is now! Look at this: 1. Germany has calculated that for feasible integration, the number of Syrian refugee children in a school class should not exceed two. 2. They have calculated that about 12% of the refugees will manage to enter the labour market within one year of arrival. The average time to enter the labour market will be 5-7 years. They have calculated how much this will cost in public spending. 3. They are in the process of passing legislation to lower their extremely high building standards and to speed up building approval processes to build new low income housing. They have calculated how much of such living space is needed. 4. Their beautiful defence minister has calculated that due to the pressure on the lower end of the labour market caused by the migrants, she will not need to raise the soldiers’ pay to attract new German recruits (which used to be a problem for her). 5. They have calculated that they need about 3,000 more immigration officials and about the same amount of new social workers with child trauma competence. This is how a well run country with a cabinet of intelligent people with academic degrees responds to an historic challenge. LEARN SWEDEN, LEARN!
